Compilation of source code files
To increase the maximum number of elements in Tough2 above 12000, we changed the T2 file in the fortran source code, and are now trying to compile the source code files according to the instructions in de read.me file.
We followed instructions on this site to install a compiler: http://www.cs.yorku.ca/~roumani/fortran/ftn.htm
However, this g77 compiler does not seem to work (we get an error on the t2f.f file).
Can anyone help us on how to compile the files? (We are using Windows 7 64 bit)

not sure if this post could be a missing link, since you are using Windows and thus most likely cygwin?!
