Unable to download BLAS when installing TOUGH3 on a Linux platform

An error of failing download BLAS consistently happened when I was trying to install TOUGH2 on a Linux platform. The err.log said ' downloading 'http://www.netlib.org/blas/blas2.1.tgz' failed'. I found this URL does not work anymore because now only blas.3.8.0.tgs is available on www.netlib.org/blas . I tried to fix this problem, but I failed. Has anyone encountered this problem? How can I fix this problem? The thing is that I cannot locate where I could redefine the version of blas to be downloaded. Thank you.
